Overview

Liberty Industrial is engaged by our client Chevron who is acting as the operator for the Western Australia Petroleum Pty Ltd (WAPET), to develop the feasibility study for the Barrow Island Decommissioning Project. The study focuses on a trial for decommissioning and removing approximately 80 kilometres of pipelines all of which belongs to WAPET. Liberty Industrial’s goals involves the production and execution of a ‘Decommissioning and Removal Program’ for the 1,100km of pipelines, 800+ wellheads, multiple treatment systems and buildings and infrastructure that are linked to WAPET's oil production operations on the island.

Challenges

  • Barrow Island has a Class A Nature Reserve status. On top of the existing stringent work requirement set in place in regards to environment and safety, there are restrictions on what type of works can be carried out. Planning how the works will be performed and the Environmental control measures to be implemented are critical to the planning and approval of any work.
  • Due to the site's very remote location, numerous challenges relating to logistics, movement of plant and personnel, medical assistance, water supply and flora and fauna will be carefully considered and managed.
  • The area is subject to extremes in weather including hot and humid conditions as well as the significant threat of cyclones and high rainfall storms during the wet season provide added complexity in planning for the works.

Robust solutions

  • As a pre-emptive measure to protect the flora and fauna species, our team will implement a strict quarantine and cleaning procedures which will require strict adherence for mobilisation of plant and equipment to site.
  • The island is also home to several species of fauna including a wide variety of mammals from wallabies, burrowing bettongs, bandicoots and microbats. To protect these species, we will conduct inspections at the start and conclusion of each day.
  • Our team will plan for the establishment a fully self-sufficient site which will minimise requirements for frequent transportation to and from site to minimise these risks. This translates into mobilising a comprehensive team of mechanics who will be set up with a fully functional site workshop.

Exceptional outcomes

Our end goal is to deliver a comprehensive feasibility report to Chevron and Western Australia Petroleum (WAPET) by 2024, which will include effective methods for the scope of decommissioning works and removal of pipelines and cover any contingencies which may arise. In addition, we will be trialling a number of innovative technologies to not only improve the efficiency of the entire closure project but also provide outstanding environmental benefits.

Liberty Industrial’s highly competent project team of managers, supervisory staff, structural, civil and remediation engineers, demolition and civil operators – will be working in a highly collaborative manner with out clients to optimise the results from the trial and feed into full closure execution. The goal of our team is to successfully complete the pipelines at Barrow Island within the required schedule, assigned budget and with zero safety incidents to allow a smooth and seamless transition into the closure.
