Closure Consulting Capabilities

Supporting clients at the inception stage of projects, Liberty Industrial provides advice and guidance alongside a breadth of technical expertise to help develop and test long term closure concepts, contribute to project feasibility and provide accurate estimates and project schedules.

  • Decommissioning, deconstruction and remediation planning
  • Detailed costing/estimating
  • Pre-feasibility studies
  • FEED studies
  • Waste management plans
  • Project risk registers
  • Evaluation of constructability risk and mitigation measures
  • Early contractor involvement
  • Quantity take-offs
  • Detailed methods
  • Scheduling and programming
  • 3D modelling and simulation to predict and de-risk the project process while ensuring a safe workspace.
  • Drone 3D mapping, thermal imaging and LIDAR scanning
  • Identification of asset recovery and associated scrap material values
  • Resource and program requirements
  • Analysis of future land use options

Estimates are broken down to ensure that they align with client requirements including detailed Work Breakdown Structures (WBS). Concise summaries and basis of estimate are included in reports, along with detailed supporting information to enable efficient third party audit. Our estimates and reports can be customised to support our clients’ regulatory reporting requirements.

Save Time and Money with Early Contractor Involvement

Liberty Industrial has a proven track record of working with clients to add significant value through Early Contractor Involvement (ECI). ECI can help save time and money and is an ideal approach for long-term, large scale closure projects that require complex planning, budget, and resourcing strategies.

This proven model allows the contractor to become involved before the scope has been finalised ensuring constructability, resource and logistical constraints are effectively planned and associated risk is mitigated. By understanding the client’s key drivers, including the end point of future site use, this model ensures the best results in early engagement, continuity of works, risk reduction, and effective management of liabilities and costs.

Pre-feasibility

A prefeasibility study (PFS) is an early-stage analysis of a potential closure project prior to tender, that addresses the potential scope of works including; logistics, operational and financial risks, resourcing and other impacting factors such as remote locations, site structures, hazardous materials and more.

Our team accurately conducts multiple pre-feasibility studies annually which contribute to the minimisation of execution risk and improve financial planning for companies around the world.

Front End Engineering Design Studies

Critical infrastructure projects are complex and highly technical with thousands of specifications to be considered. FEED studies identify risks and solutions before projects go to tender, ensuring financial risk profiles are covered.

Effective FEEDs can reduce overall project costs by ensuring greater accuracy in estimations and reducing the cost of variations by minimising delays and unexpected costs associated with risks identified during project execution, such as environmental, operational risks, and local considerations such as traditional owner engagement and natural and cultural heritage sites.

This is because they can assist in providing detailed roadmaps covering scope, technical requirements, budget planning and resource allocation.

Industry Closure Projects

Particularly for mining, oil and gas, defence and power generation industries, closure projects require precise engineering standards, addressing specific and tailored criteria and accurate estimating for methodology, plant, equipment and technology related to the site location requirements and impact considerations such as weather, labour force availability and resources. Additionally addressing specific regulations pertaining to the Mining projects, considering local state and international regulations to mitigate compliance issues and cost associated with redesign.
